Government countersign a tender for Piñera’s thermoelectric and unlocks works of U.S. $ 5,250 million.

The Ministry of National Heritage and the Comptroller discarded irregularities in awarding six public lands bid in late January. These days the notifications are sent to the companies that won the tender.

This week will reach the hands of major corporate executives of the companies Doña Inés de Collahuasi, ECL, Endesa, Inkia and South Andes Capital, envelopes that bidders certify as of the last bidding process developed land tax in the Sebastián Piñera’s government, and allow the construction of thermal power plants.

These decrees were literally frozen by the Bachelet administration, as the legal teams of the Ministry of National Assets, and then Comptroller developed a comprehensive legal review. The idea? Out of all presumption, the current administration would dismiss out of hand the possible involvement of fiscal interest in the bid led by former minister of Piñera’s administration, Rodrigo Pérez Mackenna.

The review examined the contractual terms of the five winning companies, also including the two contracts signed on March 10th by Endesa, that made it awarded of the land Tames II and Totoralillo Sur. One element that was reviewed in more detail was the presence of a certificate from Conadi in each of the lots tendered, which ensured that there was not Indian involvement.

This element was the one that generated further discussion on legal teams that checked the tender. Thus, despite disagreeing with the timing of the tender, the Ministry of National Heritage finally gave the go-ahead to the process, to now begin the process of notifying the companies that were awarded six lots in dispute.

Both sources from Inkia as EC-L drew Pulso that with notification in hand, just begin to develop advanced studies to determine the type of plant to be developed in the land, that by Bidding should exceed 350 MW.

According to the cost index and central location criteria of plants published by the National Energy Commission (CNE), the investment of the six companies as a whole should not be less than U.S. $ 5,250 million.

For the main beneficiary, Endesa Chile, the company is looking to build a complex of 400 MW in each of the allocated sites (Tames II in Mejillones, and Totoralillo Sur, in Caldera), which could be expanded if that the conditions of the place and market did feasible. Is not defined if a unit gas or coal or one of each technology will be installed.

This will depend on a number of studies to be performed, including pollutant emissions, fuel availability and baseline, among others.

The EAE factor

After giving closed the controversial bidding process developed by the previous government, the Ministry of National Heritage contends that so far only take forward new competitions for delivering public lands for the development of Non-Conventional Renewable Energy (NCRE).

In the case of conventional energy, such as thermal, hydroelectric, among others, the Secretary of State will expect the adoption of the regulation on Strategic Environmental Assessment (SEA), which responsibility lies with the Ministry of Environment and shall be endorsed by the Council of Ministers for Sustainability.
